“We’re mainly a construction company,” María Ela Cruz. “Our main business in general is contracting, but we also do development and management. We have been in business for 54 years, and we do everything you can think of. If it’s construction, we will do it.”

Yet some of the firm’s most meaningful work has come in the aftermath of Hurricane Maria.
When the devastating storm struck Puerto Rico in 2017, thousands of families were left without safe homes. Federal recovery programs, administered through the Puerto Rico Department of Housing, created one of the greatest rebuilding efforts in the island’s history. F&R Construction became one of only a handful of general contractors selected to help lead that monumental undertaking.

The company’s involvement has spanned several federal housing initiatives, beginning with the STEP Program before progressing through DR3 and now mitigation programs designed to strengthen communities against future storms.
“We’re with the Department of Housing, doing our third program.
“We’ve done over a thousand homes in the last four or five years, including repairs, demolition, and complete reconstruction throughout Puerto Rico, including Culebra and Vieques.”
The scale of that work is remarkable.
“For the STEP Program, we built 21,000 homes in 18 months,” she explains.
While many homes required repairs, others had to be demolished because they no longer met modern building standards. Those families were provided entirely new concrete homes built to current codes, replacing aging wooden structures that proved vulnerable during the hurricane.
Construction in Puerto Rico differs significantly from much of the mainland United States, where wood framing remains common. On the island, reinforced concrete has become the standard for resilience.
“Construction here is mostly concrete,” she says. “The older wood and zinc houses were the ones that suffered the most damage. Those were replaced with new concrete homes built to today’s standards.”
Working alongside the Department of Housing, architects, and federal program managers, F&R Construction helped transform disaster recovery into an opportunity to build stronger, safer communities prepared for future storms.

Nearly every major construction material must arrive by ship or air, making Puerto Rico especially vulnerable to fluctuations in transportation costs and global market conditions. Rising fuel prices and international instability inevitably influence project costs and scheduling.
“Everything comes by boat or by airplane,” Ela Cruz explains. “The fuel cost affects us like anybody else, but especially in Puerto Rico.”
Labor shortages have also become an industry-wide concern. While Puerto Rico has experienced many of the same workforce challenges seen across North America, the leadership team views them as manageable rather than overwhelming.
“There is a shortage of labor,” Ela Cruz states. “Maybe a project that used to take 14 months now takes 16 months. It’s an issue, but it’s not a huge issue.”
The company has responded by remaining flexible and competitive, recognizing that attracting skilled tradespeople requires continual investment in its workforce.
“We’re paying more than what we were paying a couple of years back,” Ela Cruz says. “We’re adjusting because that’s how you get the labor force to come work with you.”
Rather than allowing these pressures to slow growth, F&R Construction continues to adapt while maintaining the standards that have sustained the company for more than five decades.

Embracing Technology Without Losing Craftsmanship
Across estimating, project management, and field operations, the company continues investing in digital solutions that improve accuracy, communication, and productivity.
“We’re moving to AI on estimating and document control,” says Ela Cruz. “We use drones on the field to take pictures of our projects. Anything that comes along that can help our team, we’ll look at it.”
The company has even added specialized technology expertise to support those efforts, ensuring that emerging software and digital tools can be evaluated and implemented quickly.
“We have a computer science professional in our estimating department to evaluate the new technology,” Ela Cruz explains. “We’re not afraid to try it. If it doesn’t work, we move to the next.”
That willingness to experiment reflects a culture that values continuous improvement rather than complacency.
Looking Ahead with Confidence
For F&R Construction, the future is already taking shape.
“Our bucket is full,” says Ela Cruz. “We have enough work for the next two years.”
Among the projects currently moving forward are the proposed Ponce León 55 development in Santurce, featuring more than 220 residential units, a major airport parking facility, a new housing development in Bayamón, additional Department of Housing initiatives, and another large residential community planned for Arecibo.
Collectively, those developments represent hundreds of millions of dollars in investment while reinforcing the company’s leadership across multiple construction sectors.
Perhaps more importantly, they demonstrate the confidence clients continue to place in an organization that has consistently delivered for more than half a century.
